Survey Finds Kinship Care on the Rise, But Regulatory Barriers and Resource Disparities Remain

On March 15, the Annie E. Casey Foundation released the results of a survey of state child welfare administrators that showed that kin placements have grown from 26 percent of all foster care placements in 2007 to 35 percent in 2021. The survey found that states have reduced some barriers to these placements, but that more could be done. It also found that kinship caregivers do not have equal access to support and financial assistance.
