Encouraging Adoptions from Foster Care in the US:

A Briefing on Adoption Opportunities and Adoption and Legal Guardianship Incentives 

In the United States, there are currently 427,910 children in foster care, of which 111,820 are waiting to be adopted. The number of children in the foster care system is rising, as is the number of children waiting to be adopted. The Adoption Opportunities and Adoption and Legal Guardianship Incentive programs encourage adoptions from foster care, especially for hard-to-place children, and improve outcomes for foster youth. This briefing will discuss the history and status, projects and outcomes, and current and future needs of these two vital federally-funded programs.
